India Suspends Canadian Visas, Calls for Diplomatic Staffing Parity Amid Deepening Crisis, 2023.

India took a bold step on Thursday by suspending visa applications for Canadians, citing unspecified security threats as the reason behind this move. Simultaneously, India demanded that Canada reduce its diplomatic staffing levels within India, alleging interference in its domestic affairs.

This decision significantly escalates the ongoing diplomatic crisis between the two nations. The roots of this feud can be traced back to a controversial announcement made by the Canadian government earlier in the week.

They claimed to have received “credible allegations” implicating the Indian government in orchestrating the extra-judicial killing of a Sikh separatist residing in Canada.

New Delhi swiftly and vehemently rejected these claims, denouncing Canadian Prime Minister Justin Trudeau’s statements as “baseless” and “absurd.” Furthermore, India accused Ottawa of harbouring sympathies for anti-India causes, further straining bilateral relations.

While India’s suspension of visa applications for Canadians does not affect individuals with valid visas or Overseas Citizenship of India (OCI) documents, it effectively limits the ability of Canadian citizens to travel to India.

OCI status grants people of Indian origin a form of permanent residence in India, allowing them a lifetime of entry into the country along with certain benefits. Arindam Bagchi, the official spokesperson for India’s Ministry of External Affairs, clarified that this temporary suspension applies to all types of visas, including e-visas.

The government intends to review this situation regularly, providing little clarity on when the restrictions might be lifted.

This visa suspension decision came on the heels of a travel advisory issued by India for its nationals in Canada, urging them to exercise “utmost caution” while traveling in the country. In response, Canada took a reciprocal step by expelling senior Indian diplomats from its territory, escalating tensions further.

However, the crux of the matter revolves around allegations of diplomatic interference. Arindam Bagchi pointed out that India has detected instances of Canadian diplomatic meddling in its internal affairs. To address this concern, India is pushing for parity in the number and rank of diplomatic staff stationed in both countries.

Bagchi emphasized that the Canadian diplomatic presence in India significantly outnumbers India’s diplomatic presence in Canada, and efforts are underway to rectify this imbalance. He did not elaborate on the specifics but mentioned that the details were currently being worked out.

Interestingly, the Canadian High Commission in New Delhi decided to “temporarily adjust staff presence” in India, citing threats from some of its diplomats on social media platforms. This move by Canada is seen as a response to the rising tensions and security concerns.

In conclusion, India’s suspension of Canadian visa applications, coupled with demands for diplomatic staffing parity, represents a significant escalation in the diplomatic crisis between the two nations.

The underlying issues, including allegations of interference and the extradition of Sikh separatists, continue to strain bilateral relations, leaving the future of India-Canada diplomatic ties uncertain.

The Canadian government is currently investigating allegations linking Indian government agents to the murder of Hardeep Singh Nijjar, a naturalized Canadian citizen and a prominent advocate for an independent Sikh homeland known as Khalistan.

However, it’s worth noting that India has denied involvement in the case and urged Canada to provide specific information to support its claims.

Arindam Bagchi, the official spokesperson for India’s Ministry of External Affairs, emphasized that India has yet to receive any specific information from Canada regarding this matter. Despite this, Canada has taken the unusual step of publicly sharing these allegations presented in the House of Commons earlier in the week.

Canadian Prime Minister Justin Trudeau reiterated his commitment to a thorough investigation, stating that the decision to share these allegations was made with the utmost seriousness.

Speaking on the sidelines of the United Nations General Assembly in New York, Trudeau refrained from providing details about the evidence or indicating whether Canada would make it public.

He also did not directly address questions about potential reciprocal actions in response to India’s suspension of visa services for Canadians or the apparent lack of public support from its allies in the diplomatic standoff with India.

However, Trudeau called upon the Indian government to take the matter seriously and work with Canada to ensure transparency, accountability, and justice. He emphasized Canada’s commitment to the rule of law and the international rules-based order.

The backdrop of this dispute includes the issue of Sikh separatism, particularly in Canada, which has one of the largest Sikh populations outside of India’s Punjab state. Hardeep Singh Nijjar, the individual at the center of this controversy, was allegedly involved in organizing an unofficial global referendum among the Sikh diaspora when he was killed on June 18.

Notably, the Indian government had labelled Nijjar as a terrorist in 2020, accusing him of planning multiple targeted murders over the years, allegations that Nijjar had consistently denied.

He had settled in suburban Vancouver and operated a plumbing business after initially migrating from India in the 1990s and gaining Canadian citizenship in March 2015.

India has claimed that it shared specific information about criminal activities by individuals based in Canada with Canadian authorities on multiple occasions, but no action has been taken in response. Bagchi expressed that these allegations by Canada appeared to be politically motivated, although he did not elaborate on this point.

The root of the issue lies in differing perspectives on Sikh activism. While Canada views peaceful Sikh activism as a form of free expression, India sees Canada’s tolerance as an endorsement of Sikh separatism, which it considers an interference in its domestic affairs.

This diplomatic rift is raising concerns among Canada’s closest allies, including Australia, the United Kingdom, and the United States. If the allegations are substantiated, it could impact the U.S.’s efforts to establish India as a partner in its broader Indo-Pacific strategy to counter China.

There was a surprising consensus at the recent G20 leaders’ summit, and India played a significant role in launching U.S. President Joe Biden’s global infrastructure initiative in New Delhi.

The growing partnership between India and the U.S. underscores the importance of resolving this dispute, which has the potential to strain international relations further.

U.S. National Security Advisor Jake Sullivan mentioned that the U.S. is in continuous communication with Canada and is engaged in high-level discussions with India regarding the dispute, but he did not provide further details.

Canada has halted trade talks with India, and Trudeau discussed Nijjar’s murder with his Indian counterpart during the G20 summit. The situation remains fluid, with the future of India-Canada relations hanging in the balance.
